Cook lean ground beef over medium high heat until no longer pink, about 5 minutes; drain if necessary.
Stir in taco seasoning, coating ground beef. Add pasta, green chiles, salsa, and water. Stir to combine. Bring to boil, then cover and reduce heat to simmer. Cook 12-15 minutes, stirring occasionally, or until pasta is tender.
Remove from heat, stir in cheese and let stand 2 minutes or until cheese is melted. Stir before serving and top with cilantro.
